New rules concerning the receipt and processing of applications for a Certificat de sélection du Québec will be effected from April 1, 2015 to March 31, 2016. These rules pertain to applications submitted by candidates for economic immigration (investors, entrepreneurs, permanent workers, and self-employed workers).

If you have advanced intermediate expertise of French demonstrated by a standardized test recognized by the Ministère, your application is not subject to the new rules and you can submit your application at any time between April 1, 2015 and March 31, 2016.

 

 

Permanent workers

During the application intake period, a maximum of 6300 applications for a selection certificate under the Regular Skilled Worker Program.

If you submit your application outside the intake period that will be announced at a later date, it will be returned to you. However, if you are in one of the following situations, you can submit your application at any time:

  • you submit an application under the Québec experience program
  • you have a valid job offer with the application for a selection certificate that you submitted under the Regular Skilled Worker Program
  • Citizenship and Immigration Canada has informed you that it has agreed to process your application for permanent residence in Canada;
  • you are a temporary resident and eligible to submit an application for aCertificat de sélection du Québec.


Priority processing
The following applications will receive priority processing:

  • files submitted under the (PEQ - Québec experience program);
  • files that include a valid job offer;
  • files from candidates who got points under the factor Area of training.

  

Investors

The intake period for applications submitted under the Investor Program is from August 31, 2015 to January 29, 2016

During this opening, Quebec Immigration will receive a maximum of 1,750 applications – maximum of 1,200 from China, including Hong Kong and Macao. Any applicants who demonstrate an advanced intermediate knowledge of French can submit their application any time until March 31 2016, and will receive priority processing.  These files will not be included in the above-mentioned 1,750.

 

 

 

Entrepreneurs

Entrepreneurs must:

·         have at least two years of business experience in the last five years, in a legal and useful business (agricultural, industrial or commercial), controlling at least 25% of the capital equity;

·         have a minimum net worth of C$300,000 that was obtained legally; and

·         respect the conditions for entrepreneurs after they arrive in Quebec.

Additionally, you must get at least 50 points if you intend to carry out a business project , or at least 60 points if you intend to buy a business in Quebec.

 

Self-employed workers

The Quebec Self-Employed class of Canadian immigration is open only to individuals with prior self employed experience as farmers, writers, athletes (at an international level), artisans or owner of small businesses.
